HUD Proposes Rule Affecting Housing Discrimination Lawsuits – Comments Due Oct. 18th
The Department of Housing and Urban Development (HUD) introduced a proposal that will affect the 2013 Disparate Impact rule, which created uniform standards for the application of disparate impact, referring to policy that has discriminatory effects despite the intention of the policymakers. In brief, the new rule will place the burden of proof onto the plaintiff in housing discrimination cases, which could make such lawsuits more difficult.
FedNow Service is an Opportunity for Blockchain
This past Monday, the Federal Reserve Board announced that it plans to develop a new “round-the clock real-time payment and settlement service” called “FedNow Service” that will make it easier and faster to pay bills and transfer money. Because of the advent of new technological advancements such as blockchain, the Federal Reserve has the capacity to modernize the United States’s payment system so that it is both safe and efficient.

Americans Owe about $1.5 Trillion in Student Loans
According to the Pew Research Center’s data analysis of the Federal Reserve Board’s 2018 Survey of Household Economics and Decisionmaking, Americans owed about $1.5 trillion in student loans in March of this year, which is two times higher than what they owed ten years ago. The increase in student loan debt across the nation is linked to a historically high share of young adults going to college and the rising cost of higher education.

WHER Chat: The State of Women and Girls in STEM
The National Girls Collaborative Project presents statistics on their website on the state of girls’ involvement in STEM through primary education – from kindergarten through high school, from an analysis of data from 2016 National Science Foundation reports. Here are some of their main findings regarding differences in STEM involvement for female students compared to their male counterparts. Students regardless of sex, race or ethnicity, enrolled in lower level science courses in 2012 at similar rates. However, students with less-educated parents or with lower socioeconomic status were less likely to take these courses.

Los Angeles: Largest U.S. City to Include LGBTQ Businesses in Contracts
Los Angeles has announced a new policy that gives LGBTQ businesses—those owned by members of the lesbian, gay, bisexual, transgender and queer community—opportunities in contracting and procurement, as well as for capacity building and educational programs from small businesses. This places the city as the United States’ largest municipality in population and economic size to have such a policy.
